The ratings should purely be a showcase of the players skill level, not connected to a single character performance.
You can't upgrade until you have the honor, conquest, or valor anyway. You have to grind currency, so you're not truly "boosting" your alt into something that fast with it. Shared values like that doesn't have a negative impact. If it's not working or "they can't do it", just remove it and let the player spam the upgrade button as usual. They've added it to allow us to upgrade the item faster. The real improvement that would be fixing the drop down menu not working to upgrade the item to the rank you want has nothing to do with it. It would be a hidden account-wide aura on rating gains up to a certain maximum unlocked by reaching specific caps with any character. Letting alts gain rating at an advanced pace up until they catch up with the main should be possible. Both require engagement from alts to give rewards while making that engagement much more manageable. In MoP you could buy an item that double account wide rep once you hit exalted on one toon and you earned double valor once a character in the account capped valor for the week. While I agree with the general sentiment, there is a middle solution which is what was done with MoP on several systems expedite alt advancement. You shouldn't get rewards on your alts for doing nothing on them. Not what they would have done if they had it in from the start. That's so lazy, and it being a thing last season was due to how they handled the system. PVP rating isn't account wide, M+ shouldn't be either. I'd assume that because each step requires the previous one, you'd need to change how choices matter so that it checks your current stage, your desired stage and then queue all the sequential upgrades on the button press. I doubt they'd go to the trouble of revamping the UI which is often a constraint in IT projects without first going through all the possible tasks they'd want to improve and I'd assume multiple upgrades at the same time are the most demanded task.
